Let's build a stormwater detention basin to protect the families of Colonia Montesión, Villas de Suiza and the El Progreso community.
The rest is covered with AVEMOSION and the La Libertad Sur Municipality through funds, staff, labor and machinery.
For years, the families of Colonia Montesión, Villas de Suiza and the El Progreso community in Santa Tecla, El Salvador, have faced urban flooding caused by the limited capacity of the stormwater drainage system.
Urban growth and the construction of new housing developments have reduced the soil's ability to absorb water and increased the pressure on existing drains. On top of that, rainfall is becoming more intense and concentrated in very short periods.
During these events, the Montesión park and the drainage system quickly reach capacity. When the water overflows, it doesn't only affect Colonia Montesión: it also flows toward Villas de Suiza and the El Progreso community, flooding all three.
Within minutes, water can enter streets and homes, causing property damage, financial losses and safety risks for dozens of families.
It isn't one cause. Five factors add up, and the first three are getting worse.
After days of extreme heat, the atmosphere loads up with moisture and dumps it in minutes. 25 mm in 30 minutes is enough to overwhelm the drains.
Multi-day storms saturate soils, pits and collectors. Amanda and Cristóbal (2020) left 1 m of water inside homes.
New developments upstream seal the ground: more runoff and less infiltration across a 122,000 m² catchment that drains right here.
The 2022 study found collectors with diameter reductions, backflows and undersized outlets. The inlets take the water in; the network cannot get it out.
Storm inlets sealed off by construction on the marginal strip. The water that should exit there now stays in the street and in the homes.
Two kinds of event: street runoff, up to 60 cm of water without entering homes, and water inside homes, up to 1 m deep.
Source: family records kept by Calle El Boquerón residents. 2020 corresponds to tropical storms Amanda and Cristóbal. 2026 is partial, through September. Temporary measures have contained this year's events, but the system still cannot handle a heavy storm.
The proposed solution is to build a stormwater detention basin with a capacity of 180 cubic meters in the Colonia Montesión park.
This infrastructure will temporarily hold part of the water that accumulates during the heaviest rains, relieve pressure on the drainage system and reduce flood risk in all three communities.
The works have a technical study and a budget, attached to this campaign.
The total estimated cost of the project is US$46,000.
Through this campaign we aim to raise US$20,000 as a partial contribution to start the works. The remaining resources will be managed jointly by the Montesión community association (ADESCO AVEMOSION) and the La Libertad Sur Municipality, through complementary funds and in-kind contributions such as staff, labor, machinery and other required resources.
Every donation will help fund a concrete part of the infrastructure needed to protect the three communities.
The municipality carried out short-term mitigation works in 2022, 2023 and 2025. These interventions reached an approximate retention capacity of 120 cubic meters and helped restore livable conditions in the affected homes.
However, the main project intended to address the problem structurally had to be suspended in May 2023 due to insufficient funds. At a General Assembly of the Montesión community association, the municipality reported that it did not have the resources to build the 180-cubic-meter detention basin.
Until this infrastructure is built, the families of the three communities will remain exposed every time heavy rain falls.
This is how the Montesión park was left: the ground already marked out in lime, the area cordoned off and the excavated material set aside. The second detention basin got this far. The municipality reported it did not have the resources to continue, and the works have been stalled ever since.
This campaign exists to pick it up exactly where it stopped.
Drainage inspection and cleaning of 6 infiltration pits.
~120 m³ stormwater retarder and catch channel. Hydraulic study.
Ground marked out and cordoned off in the park. Halted for lack of municipal funds.
Upstream drainage upgrade and community-built bioretention berm.
Temporary measures help, but they will not hold in a heavy storm. Without the 180 m³ basin, the risk of water entering homes again remains intact.
Affected residents, AVEMOSION and other institutions have worked on prevention, mitigation and emergency-response protocols.
These actions help us prepare for and respond to the rains, but they do not fix the structural cause of the flooding. That is why we need to move forward with building the detention basin.
The La Libertad Sur Municipality will be responsible for authorizing the intervention and executing the works, since it is the only entity empowered to carry out construction inside the Montesión park.
The funds raised will be managed through a coordinated mechanism between the affected residents, AVEMOSION and the La Libertad Sur Municipality.
This way donors can see how the resources are used and follow the project's progress.
If the full US$20,000 is not raised, the funds obtained will only go toward components or stages that the Municipality and the technical leads determine can be built in a viable, safe and functional way.
AVEMOSION and the Municipality will keep working to secure the funds and resources needed to complete the project. No partial interventions will be carried out that could be left unfinished, create new risks, or fail to effectively reduce flooding.
